CROUS assistance
Obtaining a scholarship based on social criteria
The CROUS offers students from low-income families a grant based on social criteria. This grant is awarded to students who apply and meet the eligibility criteria. The aim of this financial aid is to help students pay for their studies.
How much: the student grant is an annual financial aid package ranging from 1,042 euros to 5,736 euros, depending on the level awarded by the CROUS. This amount is broken down and paid monthly to students.
How: students must apply online to the CROUS between January 15 and May 15 preceding the academic year.
Is it possible to combine these benefits? Yes, the social criteria grant can be combined with the merit-based grant,Parcours-sup mobility aid, one-off emergency aid or even international mobility aid if the need arises.
The post-baccalaureate merit scholarship
This is financial aid that supplements the student grant based on social criteria, depending on Bac results.
To qualify, you must meet the following conditions:
Receive a student grant based on social criteria or a specific annual allowance
Obtain a "Très bien" mention in your baccalauréat
Enroll in a higher education establishment the year after obtaining your baccalauréat.
How much: The annual grant is 900 euros, paid in 9 monthly instalments of 100 euros each. It is the same for everyone.
How: If you have submitted your DSE to CROUS within the deadline and it has been accepted, you don't need to do anything. You will receive a letter from CROUS informing you that you have been awarded a merit-based scholarship.
Is it possible to combine the two?
In addition to the student grant, the merit-based grant can be combined with Parcoursup mobility aid, specific emergency aid and international mobility aid.
Support for student mobility
When a student agrees to change academy after the Bac, or wishes to enroll in a master's program in another region after graduation, or travel to another country for an internship or further studies, financial aid is available to alleviate the costs incurred by mobility.
These mobility aids are called :
- Parcoursup: when changing academy after the Bac
- master: when changing academy to do a Master's degree
- international: to study in another country. If you are studying in a European country, check out the Erasmus grant.
How much: The Parcoursup Mobility Grant is 500 euros and the Master's registration grant is 1,000 euros. Both are paid in a single instalment. International assistance amounts to 400 euros per month. It is paid to the student for a minimum of 2 months and a maximum of 9 months.
How: to apply for the Parcoursup Mobility Grant and the Master's Mobility Grant, log on to this address and complete an online application form, which will be examined by the CROUS.
For international mobility, students must go to their school's international relations department and pick up an application form, which they must complete and attach to their detailed project for an internship or study abroad.
Can I combine them? Some of these aids can be combined with other aids such as :
- Scholarships based on social criteria
- Merit-based aid
- Annual allowance
One-off or annual financial support for precarious students
Whether annual or one-off, this specific aid is designed to help all students who are experiencing serious difficulties. If these difficulties are of a temporary nature, the student is eligible for one-off specific assistance.
If the difficulties are of a long-term nature, such as the loss of parental financial support, the student may apply for annual specific assistance.
To be eligible for these specific grants, you must meet certain conditions:
- Be enrolled in a state-recognized higher education institution and hold student status
- Be under 35 years of age on September 1 of the year of study for which you are applying How much: the amount is different for each of these grants:
- One-off assistance may be granted up to a maximum of 2,571 euros, equivalent to level 2 of the social criteria grant. More than one grant may be requested during the same academic year, in which case the cumulative total may not exceed 5,142 euros.
- The annual allowance is paid monthly in 10 instalments, or in 6 instalments if the situation so requires. The annual amount ranges from 1,042 euros to 5,736 euros, depending on the student's situation. This aid can be renewed for up to 7 years.
- Please note: if you have been awarded a scholarship based on social criteria, you cannot apply for the annual allowance, as these two forms of financial aid cannot be combined.

Can I combine them? One-off grants and annual allowances can be combined with international mobility grants and merit-based grants.
Annual assistance can be combined with one or more one-off grants. Only the specific aid can be added to the student grant based on social criteria, or to the exceptional crisis-related solidarity aid for salaried students or apprentices.
CROUS provides financial support for students from overseas France
Being from overseas and living far from family because you're studying in mainland France is never easy. The CROUS has put in place measures to make life easier for these students, notably by maintaining their higher education grants during the summer vacations.
The CROUS also provides information on the assistance that Ladom (Agence de l'Outre-mer pour la mobilité) provides to students from the French overseas territories, including financial assistance for round-trip plane tickets to study in mainland France.
The health crisis and students: CROUS takes action
The impact of the pandemic on students is significant, and as such, exceptional financial aid has been set up.
These include :
- 2 meals a day for 1 euro: this measure, applied to all students on January 25, 2021, has been limited since July 9, 2021 to students with scholarships and those in proven precarious situations.
- If your parents' financial situation has deteriorated, you can apply for a review of your student grant entitlement.
- Whether or not they have a grant, students can apply to CROUS social services for emergency assistance at any time, with simplified formalities.
- The state-guaranteed student loan has been strengthened: the ceiling has been raised from 15,000 euros to 20,000 euros, and the endowment has been increased from 4 million euros in 2020 to 20 million euros today.
CROUS student accommodation schemes
Accommodation on Campus during your studies
Every year, the Crous provides accommodation in rooms in university halls of residence. This enables students to find low-cost accommodation close to their place of study. This housing scheme is open to all students, according to a schedule drawn up each year.
The first phase or "National Tour" concerns students who have obtained validation of their DSE. It is imperative that the student has ticked the "I'm looking for accommodation" box.
Then comes the complementary phase, which remains open as long as accommodation is available. Any student, French or foreign, with or without a grant, can apply for accommodation in a hall of residence by visiting the dedicated website.
How much: A deposit of €100 is required to reserve accommodation in the Cité Universitaire. This sum is only an advance and will be deducted from the first rent of the academic year.
How: once accommodation has been reserved, students have 8 days to confirm their choice. Confirmation is confirmed by payment of a €100 advance by credit card.
Please note: students wishing to keep their accommodation for the following academic year must log in to their Cité'U personal space to notify their wish. To use this account, students must enter a valid e-mail address, as information is exchanged mainly by e-mail.
HOM: accommodation for overseas students
HOM is a platform dedicated to housing for students from overseas who are newcomers to mainland France. Affordable housing is offered.
This service is particularly aimed at non-scholarship holders. However, students from the French Overseas Territories who have received a grant can also benefit from HOM's services if, and only if, they have been unsuccessful in their housing application on the Student Services website. How: Overseas students can submit up to three housing requests. The housing offer is sent by e-mail, and the student has 72 hours to confirm the reservation.
The progress of the process remains directly accessible on the platform throughout the processing of the file.
The Crous is a partner of Locaviz
This service enables students to stay with local people. Accommodation is available as a room, studio or apartment for individual or shared rental. All ads are verified.
How: young people looking for home-stay accommodation can access the contact details of owners of available accommodation via their personal space on the Student Services website.
Bed and Crous, a temporary stay in a hall of residence
This is a Bed & Crous residence accommodation option for short or medium-term stays, from one night to a maximum of one month in mainland France or overseas. You can rent a room, studio or larger apartment for an internship, exams or simply to discover a city.
This offer is aimed at French and foreign students and higher education staff wishing to stay in a university town.
The advantages of this temporary accommodation solution include:
Affordable rates
Conveniences adapted to today's standards of living: WIFI, parking, bike storage, laundry facilities, etc.
Public transport connections
Close proximity to examination centers
How much: Rates are quoted per night, including booking fees. Currently, for the summer period, the lowest prices for a standard room are less than €20 in certain areas of mainland France, in Brest for example, and €37 for Reunion Island.
How: Bed&Crous is a secure platform that enables an intuitive search by city and date of stay. Everything is done online using your Crous login and password.
Izly by CROUS, payment by cell phone
Izly is reserved for CROUS students, teachers and administrative staff. This simple and practical payment system offers a number of advantages:
- Contactless payment for campus services such as catering, laundry, photocopiers...
- Transfer money to another Izly user
- Access special offers and discounts on culture, travel, clothing, leisure, etc. Earn loyalty points using Izly.
How much: this service is entirely free of charge, and there are no fees for any transaction, whether it's to fund your Izly account, transfer funds to your bank account, or pay a professional. What's more, no subscription is required. If your Izly account is inactive for more than 18 months, you will be charged a one-off management fee of €5.
How: to create and activate your Izly account, simply click here and follow the instructions. You can then pay with Izly in two ways:

Student design competition
During each academic year, creative competitions are organized for students in a variety of fields, such as theater, music, comics, photography...
These competitions, co-organized by the CROUS, are designed to promote student creativity, and the winning projects are rewarded.
To take part, you need to be a student or be part of a group (e.g. a music group) half of whose members are students.
How much: in each category, the 3 winners are awarded a prize of up to €2,000, plus invitations to a festival related to the competition theme.
How: to register, interested students log on to their personal space and click on the "Concours Création Étudiante" icon.
Find a job compatible with your studies
Pour s’assurer des revenus suffisants pour vivre, l’étudiant peut être amené à travailler en plus de suivre son cursus d’études. Grâce à Crous emploi et par le biais de la plateforme Jobaviz, l’étudiant à la recherche d’un “job” peut accéder à un catalogue des emplois disponibles près du lieu d’études.

CROUS/Kip Up partnership: a great way to read the press
KipUP, in partnership with CROUS, offers students free digital access to a wide range of newspapers and magazines.
All you need is your student card to access this service free of charge from a single application, which you can find by clicking on the button below.
Buddy system for better integration of foreign students
This system of student sponsorship is supported by CROUS. The aim is to enable international students to discover their new environment thanks to a local student.
For the local student, the benefits include learning a foreign language, getting to know another culture and sharing the experience of international mobility. If you are interested in this sponsorship service, go directly to the dedicated platform.
Combating precariousness among female students: free sanitary pads
Following a major parliamentary debate that highlighted precariousness specifically linked to female students, every CROUS will be equipped with free sanitary protection dispensers at the start of the September 2021 academic year.

Health and social training: regional scholarships
Si vous étudiez dans une formation sanitaire, sociale ou paramédicale, votre demande de bourse est gérée par votre région.
Les conseils régionaux sont seuls compétents pour décider de l’attribution des bourses d’études aux élèves et étudiants inscrits dans ces formations. Si vous êtes dans ce cas, vous devez déposer un dossier auprès de votre région. Seule exception : la région Normandie, pour laquelle c’est le Crous qui instruit la demande.

CROUS scholarships based on social criteria
The "bourse d'enseignement supérieur sur critères sociaux" (BCS) is awarded to students who have financial difficulties in pursuing higher education. It supplements family assistance, but does not replace the obligation to pay parental support.
Studies
You must meet all of the following conditions:
- You are enrolled in an initial training program in France or in another country of the European Union: Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Lithuania, Latvia, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden.
The school is a public or private educational institution authorized to accept scholarship students
You are enrolled in full-time higher education. - Please note: if you are not eligible for the scholarship, you may be eligible for annual emergency assistance under certain conditions.
Age
- You must be under 28 when you apply for your first scholarship (on September 1 of the year of study).
- From the age of 28, you must continue your studies to receive the grant.
- This age limit may be extended if you are in one of the following situations: civic service, volunteering in the armed forces, a student with children, or a disabled student.
Resources
- To qualify, your income must not exceed a certain ceiling.
- For the 2021-2022 academic year, the income used is that received in 2019 (2020 tax notice) by the family or legal guardian.
- The income taken into account is shown on the gross total income line of the tax or non-taxation notice.
Être remboursé·e des frais d’inscription
Scholarship students are exempt from university tuition fees. They pay neither tuition fees nor the compulsory contribution to basic student health insurance. Until now, they had to pay an annual fee of 5.10 euros for preventive medicine. This amount is now included in the student and campus life contribution (CVEC). As scholarship students are exempt, they don't have to pay anything.
Exemption conditions for wards of the nation
In addition to scholarship holders, wards of the nation are exempt from paying university tuition fees. To benefit from this exemption, they must present a certificate from the DDASS (Direction Départementale des Affaires Sanitaires et Sociales).
Other cases of exemption from registration fees
- Some students, particularly those who are refugees or looking for work, may apply for exemption. Special cases of exemption may not represent more than 10% of the students enrolled per establishment (excluding scholarship holders and wards).
- As part of the implementation, from the start of the 2019-2020 academic year, of the increase in tuition fees for foreign students from outside the European Union, a decree has specified the cases in which these students can escape this increase, depending in particular on their country or personal situation. The exemption can be either total or partial.
- A derogation is also provided for under bilateral agreements with foreign countries. In such cases, French schools and universities can cancel the increase in tuition fees, provided that the principle of equality and reciprocity is respected.
Food aid
Food distributions are open to all students, regardless of their place of residence.

L’association Cop1
The association Co'p1- Solidarités Étudiantes organizes free distributions of 8 to 10kg baskets 3 times a week. The baskets are for the benefit of students in difficult circumstances, and contain food and hygiene products.
Pour bénéficier d’un panier alimentaire : il suffit d’être étudiant·e (une carte étudiante ou un certificat de scolarité) et de s’inscrire sur le site. Une fois inscrit·e, un formulaire doit être rempli avec un créneau horaire à choisir. Le mail de confirmation sert à récupérer le panier.

Linkee Paris association
The Linkee Paris association offers free food baskets or ready-made meals several times a week to all students, whether or not they are in receipt of a grant. The 7-kilo baskets can be used to prepare several meals, and are made up mainly of organic and/or sustainable produce.

Hot meal distribution during the week:

Le Secours populaire
Secours populaire offers foodstuffs, dried goods, fruit and vegetables, as well as hygiene products. Each visit costs €2, with a maximum of one visit every 3 weeks.
Means-tested food donations: you must register with Secours populaire de Paris.
Tuesday to Saturday, 1.15pm to 5pm at 3-11 Rue Nicole-Reine Lepaute, 75013 Paris (common room of the Crous de Paris Lepaute residence).

Restos du Cœur de Paris
Restos du Cœur de Paris offers food parcels.
Access to the Restos du Cœur de Paris distribution center requires registration, which takes place on site during an interview with a Restos volunteer. This meeting also provides an opportunity to discuss any support needs beyond food. Once registered, food aid is directly accessible.
Important: to register, Restos du Cœur de Paris asks you to bring documents corresponding to your personal situation:
- Identity document
- Proof of accommodation in Paris: rent receipt, accommodation certificate, student residence...
- Documents on income and expenses. For income: scholarships, CAF, payslips, unemployment benefits, family assistance; for expenses: rent receipts, housing charges (water, electricity, utilities), school fees, bank loan fees.
- Tuesdays from 7pm to 9pm at CROUS de Paris: 8 rue Francis de Croisset, 75018, Métro Porte de Clignancourt
- Wednesdays from 6 p.m. to 9 p.m. (Cité Universitaire students only) at Cité Universitaire

1 euro meals at Crous catering sites
In the university restaurant, the 6-point menu costs 1€ for scholarship holders, as well as for non-scholarship holders in financial difficulty. The menu is €3.30 for all other students.
A social offer at €3.30/€1 is also available in the cafeteria in the form of a takeaway or sandwich.
How can I benefit from the 1€ meal price?
If you have received your final scholarship notification, all you need to do is activate your Izly account. This will enable you to pay for your meal (directly via the mobile application, or using your student card if it's Izly-compatible) on all Crous sites, and the €1 rate will be applied automatically.
If you are not a scholarship holder, but are in a situation of financial hardship, you will need to complete the online form and submit proof of your student status for the 2021-2022 academic year.

Municipal assistance
Exceptional allowance from the City of Paris
The allowance is intended for students who have been living in Paris for at least one month and who are facing temporary and unforeseen financial difficulties.
The amount of the allowance is variable and depends on the individual's situation. It cannot be renewed on a regular basis.
Procedure:
Contact your local Centre d'Action Sociale Ville de Paris to find out how to make an appointment (with or without an appointment, depending on the site).
Specify: the reason for your appeal, the nature of the difficulties encountered, the district of your arrondissement of residence, the date of presentation or contact with the Centre d'Action Sociale of your arrondissement of residence, and your contact details (telephone number and e-mail).
Crous financial aid
Occasional help
Target audience: be a student at an ESR establishment in Paris, under 35 years of age, facing difficulties.
Intended for: financing accommodation (rent, installation costs), financing one-off purchases (related to studies, such as supplies), healthcare costs, hygiene and living expenses, mobility costs (e.g. as part of an internship), etc.
Period: students can benefit from one-off assistance throughout the academic year (September 1 to August 31).
Procedure: you need to make an appointment with a social worker, by sending an e-mail to the address corresponding to your school. Appointments are made remotely, by telephone, until further notice. If the situation warrants it, more than one grant may be awarded in the course of the same academic year.
Each case is examined by a committee which meets on a weekly basis.
Annual assistance
Target group: assistance is available to students who meet the diploma, study and nationality requirements set out in the regulatory circular on social grants. Students must be in one of the following situations: proven autonomy, family break-up, resumption of studies or other justifiable situation.
Period: students can apply for an annual allowance as soon as their administrative enrolment at their higher education institution has been confirmed.
No application for an annual allowance will be accepted after December 31st of the current academic year, except in cases of lasting and significant change in the student's situation.
Procedure: start by compiling your student social file (DSE). Then make an appointment with a social worker by sending an e-mail to the address corresponding to your enrolment establishment. Appointments are made remotely, by telephone, until further notice.
Vouchers for food and basic necessities
Target group : assistance available to all Parisian students, means-tested after a social diagnosis.
Applicationperiod: applications can be made throughout the year
Procedure: first make an appointment with the Crous social services department.
Housing assistance

Paris logement" assistance
For tenants or co-tenants who can prove that they have lived in Paris for three years (three years in the last five years), who are legally resident in the city, who have claimed their housing rights from the Caisse d'Allocations Familiales, and who are holders of a higher education grant awarded on the basis of social criteria, or, if they are not grant holders, who can prove that they have a work contract of at least 60 hours per month (or 120 hours per quarter).
Students whose rent receipts are in their parents' names can claim Paris Logement if they can prove that they receive the housing allowance in their own name.
To justify a level of monthly resources lower than 1600€, the amount of the help is 84€ per month.
Procedure: Complete the application form online or pick it up at one of the Ville de Paris social action centers.
Helping students settle into their accommodation
To help students with grants find an apartment in the private sector, the City of Paris offers assistance of between 500 and 1,000 euros.
The AILE helps students to cover the costs of settling in, such as the purchase of household appliances, furniture, computer equipment, and so on.
Target audience:
- Be a scholarship holder or beneficiary of ASAA (Aide Spécifique Allocation Annuelle) from the Paris, Créteil or Versailles Crous,
- Be the holder of a rental contract for Parisian accommodation, signed between June 1, 2019 and March 31, 2021. Please note: Excluding subsidized university residences.
- Students in shared accommodation eligible for AILE must be listed on the lease in order to benefit from AILE. Please note: this does not apply to shared student residences.
- The AILE is exclusively intended for the purchase of equipment, furniture and furnishings (including computer, telephone and digital equipment) needed to move into a new home.
Procedure:
Simply download the application form (https://maison-etudiante.paris/laile/) together with the following supporting documents:
- a copy of the lease in the student's name
- a copy of a proof of residence in Paris (EDF, GDF, telephone bill, insurance contract) in the student's name
- a bank account in the student's name
- the completed certificate of honour

The AILE will be paid out after individual requests have been examined, within the overall budget allocated. The AILE is paid once only to the student for the duration of his/her studies.
Non-municipal assistance
VISALE warranty
The VISALE (Visa pour le Logement et l'Emploi) guarantee is a rental deposit provided by Action Logement. It guarantees payment of rent and service charges to your landlord in the event of non-payment. Free of charge, it aims to facilitate your search for accommodation by insuring the landlord.
Inability to pay social housing rent
The Agence nationale pour l'information sur le logement (Anil) is responsible for helping tenants in difficulty. Anil has branches in every département and trained staff to help you if you find yourself unable to pay your rent.

Housing Solidarity Fund
In terms of current government aid for tenants in the private sector, there is the Fonds Solidarité Logement (FSL). The FSL is a financial aid scheme designed to help people in financial difficulty to pay their rent.
FSL Curative energy
Target audience:
- Parisians who have not paid their gas or electricity bills and who, because of their difficulties, are unable to find an amicable solution with the energy supplier to settle their debt.
- This aid is intended, within the framework of the Paris Department's Fonds de Solidarité pour le Logement (FSL) scheme, to prevent the energy supply from being cut off and to facilitate debt repayment.
Award criteria :
- Regularly occupy a dwelling exclusively for residential purposes, whether as a tenant, sub-tenant, owner-occupier, lodger or hostel resident.
- Be the holder of the contract(s) for the supply of the energy used (gas and/or electricity). The bill must be in the applicant's name.
Be unable to pay for the supply of electricity and/or gas for your main home.
The annual income of all the people living in the household on a principal basis is taken into account when considering entitlement. CAF personalized housing assistance
Target audience
The APL is intended for people on modest incomes. To apply for the APL, you must first have a financial burden directly linked to the occupation of accommodation (rent or fees if you are staying in a residence). The APL that is allocated to you can then be used to partially reduce the monthly cost of your accommodation.
Criteria for granting assistance
- As far as housing is concerned, the APL is granted for the applicant's main home. This means that a person can only apply for one housing benefit, for a single dwelling. What's more, this allowance applies to all members of the household. You must be in one of the following situations:
- Live in a student residence, Crous or private accommodation.
- The APL is subject to a number of conditions: firstly, resources and, secondly, eligibility of the property. The residence must meet decency criteria in terms of surface area and safety.

The Nightline Paris association
Nightline Paris is a listening, support and information service run by student volunteers and aimed at students.

Therapeutic support for anyone who, for social, economic and/or cultural reasons, is excluded from traditional consultations. An anonymous, no-obligation service with free financial participation.
During a drop-in session, the client receives therapeutic support from a therapist. Interviews take place on a first-come, first-served basis, without appointment. Anonymity and confidentiality are preserved.

La CLEF
Over 2,500 members take part in the association and its fifty or so activities every year. CLEF organizes some 80 shows per season, mainly concerts (amateur or professional) and shows linked to activities, as well as exhibitions.
